| Foothill Square is a proposed
redevelopment of an existing forty year old commercial
center located in the extreme southeastern portion of
the City of Oakland, California, just two blocks from
the northern boundary of the City of San Leandro. The
site is bound by MacArthur Boulevard on the west and by
Foothill Boulevard on the east, two of Oakland’s
major north-south surface traffic arterials. I-580 parallels
Foothill Boulevard along the site’s eastern perimeter.
Freeway access in all directions is available within one
tenth to one third mile of the site. Upon completion the
center will be a contemporary urban mixed use, life style
center comprised of retail, medical / day care, office
and residential uses. Foothill Square will be an ideal
location from which to serve the affluent South Oakland
Hills, the Elmhurst and Sheffield Village neighborhoods
of Oakland, and northeastern San Leandro. |

| Originally built in 1962, Foothill Square
is an existing retail and commercial mixed-use center
on 13.86 acres which we expect to redevelop beginning
this Summer, 2007, for completion Fall 2008. The project
envisions a 142,411 s.f. commercial and residential village
which will be anchored by a 29,260 s.f. “lifestyle” market,
Foothill Square Ranch Market, featuring expanded fruit
and produce, including organic selections, service meat
and fish, a deli, and bakery. The market will be co-anchored
by a 15,790 s.f. Long's Drug Store with drive-thru pharmacy.
The commercial component will contain 45,551 s.f. of
resident serving retail goods and services, 24,230 s.f.
of medical clinics, and approximately 15,200 s.f. of
cultural and recreational uses. Moreover, a 12,380 s.f.
day care/Head Start facility, serving approximately 150
families daily, will be located in the center. |

In conjunction with the project the City of Oakland
will be also constructing approximately $2.5 million
of utility undergrounding and streetscape improvements
on MacArthur Boulevard to create a “grand concourse”
from the San Leandro border to the site. Another $5
million of public funding is in place for additional
streetscape improvements along MacArthur Blvd. north
of Foothill Square. A Redevelopment Project Area recently
formed along the MacArthur corridor also likely will
result in the construction in the next five to ten years
of thousands of new residential units, most for sale.
Already, 100 new townhomes and associated streetscape
improvements are nearing completion one half mile northwest
of the site at 90th Ave. and MacArthur Blvd.

Some of the Project’s outstanding features
include:
Foothill Square will be the only large
shopping center immediately adjacent to, and readily
accessible from, I-580 for a distance of 26 miles from
Emeryville to Pleasanton. I-580 is one of the only major
interstate highways traversing the San Francisco East
Bay. We believe Foothill Square is the ideal location
from which to reach the underserved residents living
in central and east Oakland, the south Oakland hills,
and northeast San Leandro, an area having a population
in excess of 250,000 people.
Approximately 90,000 people live within two miles of
the site, 350,000 within five miles. A separate and
distinct trade area analysis based upon a 10 minute
drive time for persons living in close proximity to
the I-580/ Hwy 13 freeway “corridors” also
discloses a 300,000 plus trade area population. We believe
Foothill Square will be the most proximate location
for access to commercial services for most of these
people.
The project appears to enjoy universal community support
and the Redevelopment Agency of the City of Oakland
is expected to contribute significantly to the project.
